2024 Statehouse Report

The 2024 legislative session was a short, non-budget session. Governor Eric Holcomb, Speaker Todd Huston and Senate President Pro Tempore each outlined agendas that were meant to be targeted to a handful of areas, including efforts to improve reading proficiency and provide better access to childcare. Several bills and amendments impacting cities and towns were introduced or discussed, but no sweeping changes ultimately passed. Many of these topics, including property taxes, income taxes, tax increment financing and annexation are likely to be brought back during the 2025 legislative session.

In the 2024 Statehouse Report, you will find the collection of new laws that have municipal importance or impact. Most of the laws go into effect on July 1, 2024. However, some laws have various effective dates, including retroactivity and upon passage. To view the legislation showing the effective dates, click on the link with the bill number and title.
